The ornamental design for a display screen or portion thereof with transitional graphical user interface, as shown and described.

is a front view of the first image in a sequence of a display screen or portion thereof with transitional graphical user interface showing my new design according to a first embodiment;

is a front view of the second image thereof;

is a front view of the third image thereof;

is a front view of the fourth image thereof;

is a front view of the fifth image thereof;

is a front view of the sixth image thereof;

is a front view of the first image in a sequence of a display screen or portion thereof with transitional graphical user interface showing my new design according to a second embodiment;

is a front view of the second image thereof;

is a front view of the third image thereof;

is a front view of the fourth image thereof;

is a front view of the fifth image thereof; and,

is a front view of the sixth image thereof.

The outer perimeter broken lines in the drawings represent a display screen or portion thereof and form no part of the claimed design.

The remaining broken lines in the drawings illustrate portions of the graphical user interface which form no part of the claimed design.

The appearance of the transitional graphical user interface sequentially transitions between the images shown in through 6 and in through 12 , respectively. The process or period in which one image transitions to another forms no part of the claimed design.

The grayscale portions shown within the drop arrow in and the vertical slide bar on the lower-right side of form part of the claimed design. The grayscale tones in the drawings represent a contrast in appearance that forms part of the claimed design.
